That river-confluence location that made Dayton attractive to its earliest settlers also made it vulnerable: the Great Dayton Flood of March 1913 killed hundreds of people and devastated downtown after the Great Miami and its tributaries overflowed following days of heavy rain, and the disaster led directly to the creation of the Miami Conservancy District in 1915, one of the nation's first major regional flood-control systems of dams and levees.
